An Overseas Employment Certificate (OEC) is a mandatory document required for all Filipino citizens leaving the Philippines to work abroad. It serves as an exit clearance and exempts you from paying travel tax and airport terminal fees.

Here's what you need to know about OECs:

I. Who needs an OEC?

• All Filipinos departing the Philippines for overseas employment, regardless of:Employment type: New hire, returning worker (Balik Manggagawa), etc. Destination country: Any country for work purposes. Contract duration: Short-term or long-term.

II. How to apply for an OEC:

There are two main ways to apply for an OEC:

1. Online: Through the POEA Online Processing System for Balik-Manggagawa (POPS-BaM) if you're a returning worker.

2. In-person: At any of the following locations: POEA offices in the Philippines Migrant Workers Office (MWO) abroad authorized by the Department of Migrant Workers (DMW) Labor Assistance Counter (LAC) at major Philippine airports (for urgent applications)

III. Requirements:

• Valid Philippine passport

• Employment contract

• Proof of travel ticket

• Other documents depending on your specific situation (e.g., medical certificate, police clearance)

IV. Fees:

• The OEC fee varies depending on the processing location and urgency.

• You may also need to pay additional fees for other required documents.

V. Validity:

• An OEC is valid for 60 days after issuance, except for LAC-issued OECs which are valid for 1 day.

• It is only valid for a single exit from the Philippines.

Note: As of February 23, 2024, you are in Hanoi, Vietnam. If you are planning to travel from there, you should check with the nearest Philippine embassy or consulate for specific instructions and requirements regarding OECs.
